I have friend whose dog was acting the same..took him to vet after vet...then took him to an animal chiropractor and found there was something out of place...he had some adjustments and is doing great...
I hope its something as simple as that..
If it is money you are worried about -search the internet for places that donate to the care of animals for people who can't afford the expenses.
Let us know how Toby is doing.

I think Diane;s summation probably comes nearer being what is wrong...had a female jump off porch and was almost immobile for two days,,,got to vet , exray showed nothing...blood work all perfect....
Put her on RYMADYL, and 30 days in a kennel on bed , soft...on leash every step to potty and right back in kennel...no activity for 30 days she ate fine after 3 days ,,it hurt her to move the upper part of body and she just paralized...for sometimes 15 mins....after two weeks she was better....they checked for epilepsy etc....
30 days later,,,she is fine...I still keep her kennel quite a bit....no playing with her male friend....when she jumped off the porch we suspect she injured the membranes or caused some injury to a part of spinal workings whether it be a disc or a vertebrae...no signs of bleeding from that area as he felt the xrays would show some signs of activity...another set of exrays done in 5 days still showed nothing..
Hope your boy will be well soon...I would suspect its in his spinal area....or a tumor on an organ pressing on spine...but bloodwork will show that kind of activity....cancer has definate effect on the blood counts....let us know asap ....
