Donald, I don't do FB so can't read all you have there but from what you have posted here, the lady has committed severel felonies and I suggest you contact your local police, her local police and the Ohio Attorney general or states attorney. This is one of those instances where it is BOTH a civil matter AND a criminal one.
It is called theft by deception. Here's some starting points.

I'm surprised the police chief did not mention this to you and urge you to file a criminal complaint - oh silly me - he most likely does not want to admit to his constituents that that the dept was human enough to get royally scammed and the frosting on the cake is they accepted stolen goods as part of the deal. Ah yes - I can just see the headline. BUT she also committed the same crime against them and they should be filing charges - the deception was where the dog came from, the level of training and the shipping charges - for you it was the loss of a dog ( and in reality most likely two) and the value of the dog since she accepted the donation for another purpose and with the string attached that the dogs be returned if not acceptable for that purpose. Her actions speak to the fact that she had no intent to even evaluate them for the donated purpose. An exchange of emails can be considered a written contract and or evidence of the terms or a contract. I personally think the bigger newspaper headline is police chief fails to charge thief who stole from the city(county, town whatever) and why is that?
If you really want to keep her from doing this to someone else make out a criminal complaint. Her business days with police departments will be over in a flash. If first and foremost you want the other dog back you might want to try using the threat of prosecution but that may put the dog at risk if she is the vindictive type wh/ she may be given the threats to sue you. BTW truth is an absolute defense against libel and slander. Also in some jurisdictions this might also be chargeble as fraud and sometimes there are special statutes for those who engage in malfeasance as part of a governmental contract. You might want to check those out or ask ques in that directions to th AGs and police chief
Good Luck and thank you for posting the information here so others will know in the future. Sad to say the comment re all the scam/scumbags in the service dog world is so true and very frustrating to the industry.

BBBB I feel very sorry for your dogs. You have abrogated all responsibility for them. A good breeder would not do so.
I get it that you supposedly had some personal emergency that required you to place these dogs quickly but you now know there are very serious questions about the ethics and business practices of the person you gave the dogs to. The line about not hearing anything bad about the welfare of the dogs (ignoring Donald's comment re thin unkempt dog) just comes across as someone with their hands over their ears and their eyes shut tight because they know there is cause for concern but don't want to deal with the issue.
Are your dogs microchipped? You need to check who the new owners of in case that info has been updated. If Sheila can not give you absolute proof about the who what and where your dogs are then you need to publicize the #s to try to find them AND MAKE SURE THEY Are ok. And for Pete's sake DO NOT RELY on her FB statements that everything is just peachy keen in OZ. Look how long and WELL she lied to Donald. What makes you think she's not lying to you? You keep talking about a leopard not changing spots. Hello she has been caught red handed - that's the true color of her spots everything else was camoflaged.
So please be a good breeder and go out and truly find out what happened to your poor dogs. It is NOT enough to say I'm fine with whatever she does. Just my 2 cents worth but I gotta tell you, you're not looking so good right now as a caring responsible breeder.

TIG ... stop pretending you know anything about the law as relates to animal sales or donations. The dispute between Donald Harris and Dogs4Warriors is a civil matter unless the dogs have been abused or mistreated. Also TIG if you have any evidence that Dogs4Warriors has mistreated any of their dogs then lets see the evidence or stop your whining and finger pointing. There are some folks who don't like Donald Harris and how he does business but that is not pertinent to this thread any more than your BS about felonies and how the dogs I donated might not be cared for as you would like...... if you actually had any knowledge about their care other than third or fourth hand BS. Dogs unfortunately are treated just like cows, ducks, and donkeys. If you sell or donate an animal it is going to fall under contract law and that is civil in nature. The police are not getting involved in contract law. I have not a single shred of evidence that Sheila and Dogs4Warriors has done anything bad to or with my donated dogs which I previously listed by AKC names for all to see. I didn't hear a word back from anyone as to those specific dogs being mistreated, sold or bartered nor have I heard a single word from anyone claiming Dogs4Warriors has mistreated or abused any dogs in their care. The dogs on the photo pages for Dogs4Warriors appear well cared for. So this entire tempest in a teapot thread seems to be between Donald Harris and Dogs4Warriors about his two donated dogs. Not even one person other than Mr. Harris who has donated or received a dog from Dogs4Warriors has made a complaint in this forum. TIG your insult about my being a bad breeder is based on what?? I have been down in the trenches with my dogs and I have seen and experienced a lot with my dogs as a breeder, trainer, and owner but the one thing that has always scared me most for the well being of my dogs is people like you who just know enough to be dangerous.

Just for the record, I am a breeder and donated a dog to Dogs 4 Warriors Sept 2014 for which I am unable to verify the disposition of that dog. I have been in contact with them, but I haven't been getting any concrete information or requested documentation, despite assurances to the contrary.
Mr. Harris is not the only person who has unanswered questions and an issue. I have not filed a complaint in this forum, having discovered it only recently. I am investigating the situation currently and, therefore, will pursue the situation according to those channels. While I have heard good things about D4W, the lack of communication I have experienced has seriously invited doubt as to what really happened with my dog, although Ms. Slezak has advised me that she will be placed with a veteran in March. I have no way to verify, and have not received the letter of in-kind donation I have repeatedly asked for and was promised several times and have not received.
Unfortunately, regardless of the outcome, my kennel will never again donate a dog to an organization (non-profit or otherwise) that is not currently located in the same jurisdiction as my business. As a breeder, I need to know where all my puppies and dogs are and how they are doing so I can sleep at night. This situation has caused me a tremendous amount of uncertainty and lack of sleep. The fact of the matter is it creates doubt in all future situations where I might otherwise consider donating a dog for LE, SAR, therapy or otherwise because this situation has no closure for me and I cannot go through this ever again. it is hard enough trying to find qualified, caring responsible buyers, let alone casting doubt on non-profits and charitable agencies who have valid needs for dogs, and who can be accountable for those dogs received.
