Is that certification a state-supported (or provincial) qualification in which the dog passes all the required tests and is judged by a certified/qualified tester and then issued a qualification according to a standard testing regime? If you are a civilian, how does a civilian get their dog tested and certified in your area? Is the certification/testing open to any individual who wants to test their dog or do you have to have some connection to a law-enforcement agency? I'm curious because I was wondering how these work in comparison to the system where I am.
