I’m from OH myself and know a few breeders here and none of them agree with this bill! it would put most of us out of business, not because we are not good to our dogs but the fees would brake us!

Most of us feel peta has a hand in this and just tiring to put dog breeding out of business all together.

I think you are 100% right.  From what I read, not only are the fees outrageous but it seems like some of the rules are completely subjective, so by bestowing police powers on Animal Control officers, breeders will be at their mercy, regardless of the conditions of their kennels. Did I read correctly that  if AC receives a complaint that someones dog was spotted running  loose, AC can then confiscate that animal regardless of whether or not there is any validity or proof of the complaint?  All they need is a  judge sympathetic to their cause?

It took a national expose by 20/20 ("Give Me A Break  SPCA") documenting the outrageous and notorious conduct of  AC officer Dave Garcia to get rid of him, but at the expense of how many people?   http://abcnewsstore.go.com/webapp/wcs/stores/servlet/DSIProductDisplay?catalogId=11002&storeId=20051&productId=2004097&langId=-1&categoryId=100020

He is not the only dog catcher with an agenda  abusing his powers, laws like this are made for the Dave Garcias of this world.

This is intense, I skimmed through and although some of it seems to be in the interest of canine care, they have acquired way to much control over what we as breeders can do, by way of regulation and potentially exhorbitant fees/fines! I would encourage everyone on this site to contact their state reps and demand nothing like this be brought into their state laws. It only takes one to start it and before you know it breeding and dog sport in general will be regulated out of existence! Let everyone know about this and lets put a stop to the over-regulating of our legal rights and freedoms!

As for the canine care part that is already the law here. Dogs must be licensed and have there rabies vacc by the law at age 3mths or older and if they do not they get a ticket to do it with in a certain amount of time and if they do not they will have to go to court and risk losing there dogs.

As for the other part is way off the hook! A few bad breeders "puppy mills" have put us all in the same category.

If you ask me I think they should pass laws on pet shops that buy dogs from the puppy mills and then sell the dog for $1500-$2000 each. They are the ones that keep puppy mills up and running.

Puppy mills will always operate.  If the little ones go broke, then the big ones will keep going, and they'll be able to afford it long after normal small breeders have quit breeding.

There are those people who breed one or two dogs every time they go into heat, and then go around, on the side of the road, selling puppies.  Most of the really bad, dirty, dingy mills are illegal already, but they get away with it until they get caught.  More of these types of laws...Not going to change the plight of dogs all that much.

Having read the link above, I find this to be a very bad idea.  It gives entirely too much power to government.  Having to register each dog and each litter with the county?  High fees for license applicants?  ANd if your rabies shots aren't given by 3 months of age, you can have your dog or dogs confiscated and sold or destroyed?  Any dog found at large without a tag registering it with the county or state is subject to seizure.  Then the owner, if found, is liable for all the costs involved in locating the dog's owner.  They propose to know exactly where every single dog is in the state, and have it registered annually.

Also, they want to be able to send inspectors to your kennels at any time, without warning.  If you should refuse them entry, then you have to pay for their time to get a search warrant and any other costs associated, including wages and fringe benefits of all county officials involved in the process, while they are waiting for their warrant.

I'm not from Ohio, and I'm not a breeder, but I'd be one of the first to fight it.  Forget this.  I'd agree, by the wording, that it screams PETA...

As for the care, it's already required that you provide proper care of your animals, in all fifty states, although some are more lax than others.  Common sense is what it is.  And if a person is so unkind as to treat animals so poorly as to deny them food, water, or shelter, then it will not matter what laws are enacted; these types will keep doing their things, like they always have.  That's the way it is.  The tighter laws and higher fees will only affect those who obey laws and will allow this to happen, and it will choke them out.

Out of curiosity...Any of our international members have to deal with any of this kind of stuff in their countries?  Just wondering..
