Lakewood,
I am so so sorry for your loss:(.................... You must be devastated.

When and if there is a sudden loss of a working dog here in MA  the K-9  teams training director finds another dog  for the Officer and trains the new dog with the handler.
They  evaluate-purchase and train  the  dog together.
Sorry again,

Katrina

So sorry to hear of your loss.  I was in Rochester NY with a K9 unit for Narc training last month and was fond of RPDK-9's dogs (both were dual purpose), they use http://www.shallowcreekk9.com/index.html Rochester purchases their dogs green (with a little foundation) and train them themselves, prices sounded reasonable.
