Sorry about your loss.
BTW, immunity against parvo does NOT last a life time even with Modified LV. No matter what some say. Three years is safer.
But for a 13 month dog to die of parvo, it seems a bit unusual. Perhaps the breeder was negligent in not giving vaccine when the pup was older, but may be in this case immunity just did not take even after 18 weeks or so of age.
I heard that if the dam actually got sick from parvo and then recovered, the maternal passive immunity may last beyond 18 weeks of age for the pup.
Again, sorry about what you have gone through.

She didn't get her rabies shot at 4 mths of age I know that is pretty much state law every where. so as of her other vaccines I am not sure if she told the truth
thanks

The way it looks the dog never been to the Vet but that one time to get scrabbet, she can NOT provide a medical record for this dog, plus she was very dishonest with me and mkennels about everything,
Because of unethical breeders like this we the ethical breeders loose out.

I do not know the dog or the breeder but Parvo can strike any dog at any time. It is rare but happens .The stress of a shipping or a new home can really mess up a GSD's immune system. There is a newer strain of Parvo out that kills quick within 2 days it actually attacks the heart as well as the intestines. I have heard it does not test positive for parvo. I give my own vaccinations to my dogs. I do not use the vet for that only for rabies. I have found that taking unvaccinated puppies to a place that cares for sick dogs is not real bright. My puppies do not even leave the house to go outside until I put 2 series of vaccines in them.

I am very sorry for your loss. Please do let us know the cause. And Blitzen is right. If this breeder was a GSDCA member, you should certainly contact the ethics committee even if she didn't sign the breeder code.
