I'm sure someone on here can help you find what you are looking for, people are on here regularly that have good knowledge of GSD pedigrees and all types, from working to show.

Then i will be breeding the progeny of these breedings together, then afterwards i would need to outcross becuase it will be too much linebreeding,the outcross needs to be primirily based on prey drive meaning haveing a lot more prey drive than defence.

The outcome of this will be my foundation stock, im looking to create dogs that are balanced or slighly more defence based with a good level of civil agression they cannot be petted by adult strangers, must have stable nerves and fight drive . I will be looking to create police dogs specifically for street patrol, border patrol and property and personal protection. No handler aggression but stubborn in training i would want them to be mature quite early in age at 1 year and 4 months.
Would this be enough or will i need more selected breedings to get what im looking for?

you should describe what you consider to be DDR structure in the dog.
there are plenty of breeder who claim to be "DDR breeders" but their dogs not even close in their appearance to typical past DDR type.
secondly i don't think you will find "non DDR bloodline that breed the DDR structure", because seems no breeders who intentionaly has such goal in their breeding, albeit from time to time accidently some matting of dogs with no or very distant DDR ancestry does produce dogs, who very much resamble DDR structure.
here is one example.
this bitch had some DDR in far back but so miniscule, that perhaps shouldn't count as ones, who had any significant influence onto her appearance. in 7-th gen among 130 dogs, DDR dogs appear only 15 times, with some of them twice. but she has this typical DDR looks.

nevertheless, i guess if her mating partner have sturdy build with significantly bigger body constitution, there would be very decent offspring.
