Pics of the actual puppy would be more helpful, but about 3.5- 4 months from what I can see.

Yes, better if your photos showed the size of the whole dog, (thanks Pete for bringing his images here, where they look a bit clearer) but from those 'puppy teeth' I also would say 'roughly' 4 months. Not older.

I was told that he is born in 4 February

Could it be that he was born a week or two AFTER the 4th ? And you find him developmentally slow in some way, that leads you to believe this is possible ? It isn't uncommon, sadly, for people who breed a litter to tell buyers the pups are 8 weeks, when they are really only 6 weeks old. They get the money quicker, with less work. Do you suspect this happened in your case ? Do you have papers for the pup ?

The puppy got no papers as only the father got pedigree "Canyon Jarkoski dwor"

Thr breeder said the puppy is born in 4 Feb , but an older ad on facebook showing they were born in 20 jan

Here in Egypt it's famous that breeders will lie about the age , if the puppy is 12 weeks they will say it's 10 weeks to make them look bigger in size than normal
