pretty much yes , if a dog is not civil you cannot make him civil by witholding biting equipment , and if a dog is civil by nature he will always be civil, will take equipment when trained with it, but in real life situations will bite for real without problem
we are selecting GREEN dogs for law enforcement on their genetic qualities, not on trained behaviour, many USA vendors test and train dogs on sleeve without problem, but select their dogs by willingness to engage without equipment also(among other things obviously)
here is a dog I tested on video, we switch metal and ball in detection
and sleeve and civil in biting, will go to USA this week
