I am trying to import a dog from Russia to USA. The breeder wants to send the dog now and later send the export pedigree. Is this normal? She has emailed a copy of the pedigree she has now on the dog. She says it take 2-3 month for her to get it back. Also what form of payment is really safe to pay for the dog. She want western union but I think bank transef.

It is normal.

Neither form of transfer is any safer than the other.  I imported a dog from the czech republic with a bank transfer and my bank called me to make sure that I understood that once I sent the money, it was gone.  If there was fraud or what have you, that there was nothing the bank can do.  Bank transfers do cost the recipient money, not sure if western union does or not. 

I would see if you could verify the breeder/exporter of the dog through references.

Western Union costs more. You can make a new post, mention breeder name, his/her kennel name and ask for info if anyone knows good or bad about him/her. Usually you get feed back

It's normal it takes time for the registry to register the dog in your name.  That little fact tells me that it is probably legitimate dog person.  crook would promise papers rather way. 

For  money,  use wire transfer.  For that you will need the seller's: name of the bank and it's address, ACC# , Name, street address,  international swift code, and maybe routing #.

 I would not use WU. If you use wire transfer you at least know that the person exists and has bank account. That gives you little confidence in such person. 

But once you wire the money and if the person  is crook  you are out of luck.   Make sure that the person is for real and see if they have send dog into your country before. If not I would be reluctant to send money out.  

 If the seller is  not honest then nothing will help you though.

In general is possible.Depend how far your breeder live from Moscow.In Moscow,there is a head office of RKF(Russian Kinological Federation),member of FCI,she/he can change pedigree on export form(or ownership) in couple hours for extra costs(double price).

Standart solution,takes about 2-3 weeks.BUT the pedigree number stay the same as before(if dog already have national).So you can check
