I think I am getting a better idea about this organization's mission and why a SAR organization would want to be a part of the membership. They become a sort of hub for the caretakers of certain people with memory disabilities, or autism spectrum disorders who are known to wander and become lost. The K9 SAR group that becomes a PL member then becomes a resource for those caregivers by helping with GPS location technology and teaching the specialized training to locate and address the issues that make finding them different from a typical missing person. Would either of you say that is correct?
The more members joining PL, even within neighboring communities will spread the ability to protect each communities known, vulnerable populations. So, it isn't like they are competing with neighboring towns who already have membership, they just extend and build the capabilities. Is that also correct?
