Issues with erections(assuming females were ready to be bred) would point to a hormonal imbalance. I would have a panel ran to see.

Sadly, this male was probably exported due to this problem... Just a thought. I've seen stuff before. I hope for your sake this is not the case.
Did you google the studs name? Sometimes breeding records will come up where there were no pups, etc... I did this with a female I imported that was said to never had been bred or had a litter. I found out googling the female that she was covered she just never conceived.... I asked the seller again and they said no no no, then I sent them the SV PDF showing the mating! They apologized a million times after that!

I refer you to South Park Episode 5 season 1 which references difficult matings and genetic engineering.
An Elephant Makes Love to a Pig (10 Sep. 1997)

Mr. Garrison: Genetic engineering is a way to fix God's horrible mistakes, like German people.

Also, why only one tie? Everyone I know, including myself, does 3.

Taking him to a specialist vet for canine reproduction and having his equipment examined is an option. List of possible issues on this popular site: http://www.gopetsamerica.com/dog-health/cpp_diseases.aspx

I suggest you hie yourself and this dog to a good specialist before you waste away yet another estrus of the females you've been hoping to breed with him...it could be something that can be corrected, or at the very least you'd learn if you needed to seek out a new male for your bitches.
