Fema is a bad joke. It was originally set up as a part of Ollie North's Rex 84 and "garden plot" for martial law and use of civilian inmate camps. When Congress tried to investigate these unConstitutional secret plans, they were blocked by invocation of phoney "national security" clauses. http://www.youtube.com/watch?v=Ug0IL7k3elQ
