Won't work here as this place is not moderated as is, now if someone wants to add it to there site go for it but make sure you understand the law before you take on this task.
BTW people can report it to ripoffreport.com.

There is a scammer at every turn, everything everywhere.
It's the buyers place to know the difference, and the legal system to deal with those who prey on the week.
That section would consume the Internet.

Why suggest something idiotic and antagonistic like this? Why don't you try strengenthing this German Shepherd community? If you really want to do some good, why don't you go after the TRUE PUPPY MILLS that literally stock pile puppies and typically sell to pet stores? This bullshit in fighting among dog enthusiasts, particularly German Shepherds, is what makes us weaker than organizations like PETA.
This suggestion says a lot about you, nonacona...

Maybe when you have a dog that is not so appealing to the eye, all you have left is his workability and your dedication training. No time for "soap box self glorification" and bullshit.

I disagree that most complaints "... stem from jealousy, personal vendettas, lover's quarrels, etc..." In fact, I recall very few that could be legitimately described in that manner. Most are issues of buyers who failed to do even the most elementary research, eg. Google, that would have alerted them to potential problems and breeders to avoid. Most of the remaining issues are the result of breeders who either did not adequately screen the buyer or simply could not have forseen the nut at the door for that particular sale. A little due diligence on the part of breeders, again, eg. Google, would have alerted them that there was a potential buyer to avoid.
Then, there are the genuinely "bad breeders." Of course, often that term is like pornography: we know it when we see it, even if we cannot define or explain it.
I would suggest that it is time to resurrect the "Buyer Beware" thread.
