we purchased two puppies from a top top breeder in germany, one was put down at 18months with internal problems, the other now 22months has been xrayed with D hips, WHAT SHOULD THE BREEDER DO??

If you have medical proofs / reports supporting your claiming so the breeder should compensate you if he cares about his reputation.

I have a slight problem with a good reputable German breeder & he did compensate me.

Replace the puppy and/or dog(s).  If your dysplastic dog was a replacement for the internal problem dog then they need to replace him/her for you again.  Most breeders have hip/elbow replacement contacts.  Good Luck, be nice if you could see the puppy first;   you are making a 12 or so year commitment to this dog you should be able to pick your own puppy.  Nan

What does the warranty says? If you have no contract /warranty then be nice and ask and  see what happens.
In Europe often the attitude is: " buyer beware,....it is mother nature  and we can not guarantee that". You need to ask these questions before you buy a dog and not after you have problem. 
I personally would give another pup of equal value to someone like you. I would not want the pup back with HD and black mail you by saying that the dog which you love after HD is confirmed is going to be "humanely destroyed".  But I would want to see the x rays and microchip refference or would want to confirmation from your vet that we are talking about the same dog. Too many scammers, ...you know.

First off, not that I don't trust vets (but I don't), but were the xrays submitted, or is this the vet's opinion? And what was wrong w/the other poor dog? I have experienced so many anti-breeder vets that are just looking for a reason to find a genetic problem with a dog that I second guess everything they say if it doesn't sit right with me. I guess I feel like 2 dogs w/serious problems is pretty coincidental and I'd want proof, both as the owner and as the breeder, which is why I'm asking WHO SAYS they are D hips?

I have the same guarantee as Prager; asking to have the dog returned before issuing a refund is a horribly sneaky practice and a great way to get out of your guarantee. I offer a replacement, no returned dog, and you just pay shipping.

Terry,
there is no guarantee in Germany which has to be honored. The reason being is that puppy purchases fall under Germany's consumer protection law. This regulates that a breeder has to take a dog/puppy back for any sickness which was the result of a breeder's negligence. But of course in your case, too much time has elapsed.
The only recourse you have is to prove that the breeder had defective breeding animals. And that is impossible as all the breeder has to show is the a-stamp of the parents and grandparents. With that certification, he turned it in his favor.
That is why I am always amazed that breeders in the U.S. breed either only with preliminary screenings or none altogether. In Germany, that would be costly in court. The puppy owner could sue for all expenses (vet costs for treatment and initial purchase). So, I guess the U.S. does not have such a consumer protection law in place!
If you want or expect anything from this breeder, the only thing you can do is try to reason with him or her and be friendly.
