I have an opportunity to adopt a GSD.She is a beautiful , gentle and calm dog who was rescued from a breeder in Pennsylvania when she began to neglect her dogs as she began to suffer from dementia.The dog has pannus and is almost completely blind.After several months of treatment her vision has improved but she will always have very limited vision.She has been in a dog run for several months at the shelter and it is not known if she ever has been housebroken.If anyone has any advice on teaching her how to navigate stairs and housebreaking a blind dog please help.

well first off How old is she?>

Do you have any other dogs?

Being blind should have too much effect on house breaking once she is used to her area. In my experience females are usually easy to potty train as they typically don't like voiding in what they consider home. 
Take it slow in the beginning as it's really important that she trusts you.

Maybe put something smelly by the door and teach her to scratch on it.. something like vicks vapor rub.. that way she can smell it accross the house.

Someone else on this board, Crysbuck, adopted a blind puppy named Annie Oakley. The dog is amazing. I am sure if you PM or email Crys she would be happy to give you some tips.
