It seems out of charactor for a dog to use its legs to move something. They carry/pull things with their mouths.
I really think [sorry, this honestly isn't intended to say dogs *aren't* capable of rescuing each other] that the dog is humping the dead/injured dog, with the *unintended* effect of moving him from the roadway.

No I firmly believe he is pulling him. There are no "trusting" moves and you can see he clearly is walking with his rare legs away from the dog where in humping he would walk towards the dog. I have see all the times dogs reach through chain link fences with their legs and "suck" articles like leash, my shirt and so on into the kennel.

You have a queer way of looking at this
The Dog had its paws around the other dogs neck and it was using its own hind legs to drag the dog away from the traffic, It is even looking around to see where the cars are, A very brave and intelligent dog indeed
Plus it weaves through the traffic to get to the dog in the road

And my Adis, plays with his food dishes and horse balls that way. Pulling them with his front legs and under his rear legs to only repeat the motion,
time after time. He can move them across the entire yard that way...
