They just built a big state-of-the-art shelter....and now it's closing down. Don't know what the county will do without it. I guess then they will formally just leave it all up to the rescues.

That's awful.
If you count the people whose unemployment compensation has run out (not counted in the official numbers) the unemployment rate in some CA counties is at 40-50%. No jobs = no taxes. I am lucky to have found jobs to interview for lately, positions only recently opened after 4 mos. of constant searching, every day. There weren't any in my field in PA, so I don't regret having moved in the least., but times are tough all over.
Shame for the shelter. They've been doing good work for many years. We have a schutzhund friend who's worked there for years (Stephanie Mohr) . I hope she still has a job.
