Illinois Dog Owners wish to thank everyone who worked together in defeat of this SB 2580, the Tethering Bill. Thanks especially to everyone who phoned or faxed the Illinois House Ag Committee members to tell them of your opposition. My understanding is that they received a number of messages on the day before their vote - and apparently most of it was from us.
If you read the description of the Committee Hearing, you will find that many of the issues discussed by the Representatives were those that Illinois dog owners emphasized on lists and in communications to fellow club members. These issues include redundancy, since the Humane Care for Animals Act (HCAA) law in Illinois already requires dog owners to provide their dogs with adequate food, shelter, water, and vet care, and prohibits cruel treatment or abandonment; enforcement issues; excessive penalties far in excess of the potential trivial level of violations (tether a dog for 16 minutes at night on two occasions and you would have just committed a Class 4 Felony!); juvenile offender issues (mandated psychological "evaluation" and "treatment") ; and similar for those owning multiple animals under the Hoarder definition already in the HCAA. And all of this for an "offense" which most likely would not harm or even cause discomfort to a dog, or create a public nuisance, or endanger public safety.
Again, Illinois dog owners appreciate your help.
