This appears to be a USA tattoo.
USA tattoos have seven digits
1st= region H would be Southwest region
2nd =tattoers code
3rd= last digit in year of birth
4 & 5 digits= breeder's code
6th= litter letter
7th = puppy's number in litter
H= Southwest region
B=tattoer
9= born in 2009
11= Breeder's code
P= P litter
4= #4 puppy in the P litter.
This appears to be a USA tattoo and the breeder, and probably the owner can be found.
Roanna Banducci is the Regional Breed Warden for the Southwest region and I am confident that she can tell you who the breeder is. The breeder should be able to tell you who he/she sold that puppy to, and someone who may be agonizing over the loss of their dog can have the dog returned.

Thank you, everyone who gave me information on the tattoo. I was able to contact the breeder and get alot of information on her and if anyone was looking for her. I will be able to keep her now with a clear conscience. The breeders are awesome, spent time talking to me on the phone, and answering various e mails. They are really interested in the well being of their dog's and their puppies, even after they are sold. Thank you all again..

I put her in touch with the breeder because I recognized the tattoo. The breeder has spoken with the owner that was the co-owner, that had given the dog up, so yes, the co-owner was not looking for the dog or interested in having her back, very sad but unfortunately true. Thanks for your concern though and helping her with the research of the tattoo. She is going to keep her and give her a good home :)

A couple of days ago I thought I about bailing on this forum because of so much nonsense that goes on here.
It's threads like this that really demonstrate the power of this forum and the good people here to do some real good in the world!
A bittersweet story, no doubt, but in the end a Happy One!

I am SO happy that this worked out for the dog. Now, she is in a home where she is loved and cared for. We can't ask for more for her.
