I need to hear from 'FULL MEMBER CLUBS' as defined by the USCA by-laws. 'AFFILIATE CLUBS' cannot send a voting delegate. Make sure your club is a 'Full Member Club'

I thought there were no proxy votes? This came up elsewhere. Only a member of a club can vote; a club cannot designate someone who is not on that club's roster to represent them and vote for them at the meeting.
I'd hate for clubs to designate all these proxies only to have their votes thrown out after they travel all the way to Nevada. Also it would be good to clarify if the delegate has to be on the club's roster already submitted to USA. IOW, Lisa could join Club X in July and then go as it's delegate in November, but will USA say sorry, only delegates submitted on the club's roster when they paid their 2010 dues? Nitpicky, I know, but if USA can throw out votes, they're gonna throw out votes.

Remember to check not only if someone has to join a club, but if they had to have been members as of Jan. 1 or meet some other requirement that would preclude people joining clubs now and being delegates in November.
Also for clubs to make certain that their delegates vote as instructed. From another list it was mentioned that several clubs from the New England area I think (correct me if I'm wrong) were instructed to vote against the JA but once there at the meeting they changed their votes and voted for it.

The information I sent you is correct. I have a full member club I will be connecting you with shortly. I'll be happy to address Tess' statements as they are addressed in the USA By-Laws.
First let me say there should be no reason for USA to do anything other than welcome it's member clubs delegates. My purpose here is to help members make educated choices about the future of the USA organization and facilitate club representation. I'm hoping some of the current officers are worthy of re-election as well as some new candidates worthy of consideration. Right now we don't know who the candidates are. We are becoming organized while there is time so when it comes time to vote, the membership has a voice through club representation. It's that simple.
Before we look at the by-laws lets look at some statistics.
Here are the meeting minutes from the GBM last year. This was the meeting where the amendment affectionately known as the "JA" was voted upon. The entire meeting minutes are of significant value as I believe some of the information is misleading. I'll let those that care to read it draw their own conclusions.

Please note the last items of new business address the 'JA'. This amendment was PASSED With Overwhelming Support from the board, RDs and delegates in attendence. There's a reason the 'JA' is still around. The majority of the people in attendence think it's a good idea. The list of people in attendence is attached to the minutes. You can see where the support for this amendment is.
To answer Tess's questions:

A club member cannot vote. Only a properly designated club delegate can vote.
Here's part of Article V, section 1, b
If in good standing, a full member club may send a voting Delegate to the meeting of the General Board.

The by-laws address this also. The answer is found in two parts of the by-laws.
You are corect the clubs must send a roster as well as meet other requirements to be in 'Good Standing'. Those requirements are published . Refer to Article V, section 2, d.
d. A complete and current membership list, including full addresses and a list of the club officers, must be
included with the club’s annual dues. This information will be sent to the USA Office for verification.
Clubs that fail to submit both annual dues and membership lists will not be granted trial authorizations
by the Regional Director. Should club membership lists and dues not be submitted by the due date, any
previously approved trial authorizations will be recalled. Trial authorizations will be restored when dues
and membership lists are submitted and approved.
The by-laws address the delegate requirements in Section VII, section 1, e,f,and g.
e. Delegates
(i) Each full member club may send one (1) voting delegate and two (2) alternates to the meetings of
the General Board.

I wasn't clear. Yes, I understand that a club member has no vote, but the CLUB has a vote via their delegate. I think this is a fine rule, considering the organization is an organization of CLUBS, not of individuals.

It looks like part of my post was cut off. There is no requirement for the delegate to be on the clubs annual roster to be a delegate. The delegate requirements are very clear. The delegate must be a member of the club but there is no requirement that the member be a member for over a year. The member that will be the designated delegate needs to be identified and sent to USA 30 days in advance.

Here's the list of Regional Directors and Delegates from the 2009 GBM. Talk to your Regional Directors, their votes are very important. Look at the list of clubs. If your club is on the list and there are X's by the delegates name, they were in attendence at the meeting. If your club is a full member club in good standing and not on the list. I need to hear from you. I have more people than clubs.
