I don't want to go all political on this - leaving a dog outside, in Texas, no less!!, on a chain, without water, is animal cruelty!! :((

Texas, and I assume all of north America managed just find without this new law for hundreds of years. We have laws against cruelty already, no one is saying you should chain your dog in 125 degree direct sun (with or without water). But as long as you are not violating animal cruelty laws, you should be able to restrain a dog outside when with of without food or water, if the dog is not hungry or thirsty. What if the dog is going into surgery in 6 hours and the Vet asked you to not give him water for the last 6 hours, and you do not have air conditioning, so it is 15 degrees cooler outside?

Their are many reason people might choose to tie up their dogs outside. And if the dog is parched, their is already a law against that.

SS, imoo, anyone who keeps a dog on a chain, for longer than very short periods, should be charged with cruelty and jailed.

the issue is with laws already in place not being enforced (in the U.S. anyway).

I drove by a dog (5 days a week) chained it's entire life to a tree, reported it several times. my sister did a door knock and that didn't go well.

also, my son's baseball coach did a door knock and was ready to duke it out. nothing ever changed. just one day I stopped seeing the dog.
