When is the baseline to consider C-section?
Is first time pregnant, accidentally bred, mating date around 16/11 to 23/11, if we count on 23/11 it is 68 days now,is it ok to wait?

First, are you sure she is pregnant? Needs to see a vet immediately in my opinion.

Yes,I felt the puppy move.temperature yesterday 100 F,today 99.2F.

If this dog is truly bred 68 days, the safest thing to do for her is to get her in to the vet right away, and have them x-ray her to make sure she isn't carrying a huge single puppy that will be too large for her to whelp naturally.
It's not unheard of for females who are only carrying one puppy to fail to begin labor, as there may be insufficient hormone to trigger the uterine contractions. In case like that, the pup continues to grow in utero, and can become too large to pass through the female's pelvis.

It's unusual for a GSD to go 68 days unless it's a singleton.... in that case a C Section is the best option.... esp if it is an older bitch.
