What kibble are you feeding some of them will cause them to be more thirsty. High in salt and ash.
The fact that he can hold it seems to me to rule out a bladder or UTI problem
Could he be hungry and do what I do, drink more to feel full. Feed more often may help.
His food may not be meeting all his needs and he is using water instead.
Is he bored and it is something to do.
Just some ideas.

I don't feed kibble to my adults, puppies get raw and some kibble if they are going to new homes that don't feed raw and the is Eukanuba. I do not endorse this food it just helps puppies to have goods stools when under the stress of going to a new home.
We do have members here that know more about those two foods.
Might mix the Iams with the Fromm for a little while see if that helps.

scented. Scrub all of these with a, non-bio, soap mix. Even if it was just a couple of spots of urine. They are really good at finding places they have 'marked' !

But sometimes pups can pick up some bladder problems like a UTI, or bladder stones which may cause a burning sensation when they pee or make them feel as they need to go more often.
Have you noticed normal amount urine when he pees or is it small amount? Normal color? Foul Odor or pain when urinating? Excessive drinking?

To the other responses(Western Rider), this morning we've been rock solid; He did fine overnight(as usual); And he's eaten his 1st meal early, did some training later(which involves more food of course), and around 1 I will do a second meal. I am so used to feeding pups 3 times a day until 12 weeks(he is 10 weeks today), but the breeder had only been doing two meals a day so I had been going with that. We've played some this morning as well, and him with one of the other Shepherds, and now....they're both out asleep while I'm doing my work here at the house.
