I know USA standard says everything under 11lbs. is miniature and standard ones are between 16 and 36. My question is: What happens with dogs that weight 12-15Lbs.?

The AKC DCA standard says that Dachshunds are mini if under 11 lb.. it says 'usually' Standards are 16 to 36 lb.. which means that not all standards are 12 lb-15, but the average Standard size is 16 to 36 lb. http://images.akc.org/pdf/breeds/standards/Dachshund.pdf?_ga=1.146422964.1019538397.1485561507
Basically all Dachshunds are Standard size unless under 11 lb at 1 year of age.
Size, Proportion, Substance: Bred and shown in two sizes, standard and miniature; miniatures
are not a separate classification but compete in a class division for "11 pounds and under at 12
months of age and older." Weight of the standard size is usually between 16 and 32 pounds
