Star's father was originally born in Germany, then sold to a man in Poland. At the time he fathered Star's litter, he hadn't been registered with AKC yet. It took me NINE MONTHS to get her papers as a result.
Star's breeder needed to submit DNA swab, a photo of the dog, plus the original pedigree, which had to be signed by the previous owner, saying he was transferring the dog to the new owner. First DNA swab was blank, the second got lost, but the third was okay. Original owner forgot to sign the pedigree, so that was another delay.

For example, my name was in my dog's pedigree as the owner when it was sent over here, so I filled out my information and had the option to transfer the registration to a new owner on the same AKC paper. It might be better if I scanned the form and showed what I am talking about.
I haven't imported a Czech dog, so I'm not sure if it would be similar or not, but I believe it should be. All I had was a pedigree and passport, too, and I registered my dog just fine.

On this pedigree, there is a place for the owner of the dog. I used this information for the AKC import registration which, on the last page, has "owner information or foreign breeder," I believe. After that, there's a space for "second owner" to be filled out for the person who did not import the dog, but got the dog from the first person who imported the dog.
After looking at examples of Czech pedigrees, I couldn't find a place for the owner, but I was looking via Google, so the resolution wasn't great. If there's no owner listed, go with the breeder information.
