What, in your opinion, is a puppy mill?
Suppose, A breeder who does all the possible health testing, and produces plenty of GOOD specimens of dogs. But, (s)he does this on a large scale basis, solely for the purpose of earning profit. (S)he spends thousands per litter, more than any hobby breeder, but earns even more, overpricing the pups as per demand, which is huge. Will you call it a puppy mill?

No, I would NOT call that a puppy mill! Puppy mills do not do health testing. Animals are kept in horrible conditions, and are bred indiscriminately on every heat. Often, they never see the light of day, as the greeders want to hide what they are doing. They think nothing of breeding close relatives (brother to sister, father to daughter) and it doesn't bother them if the stud dog has only one testicle, or other glaring faults that would disqualify it from the breed ring.
Here's the depths a puppy miller will stoop to. Okay, this is a new low, even for them... Several of her offspring were born with the same defect, but the rest were fine, and could be sold for several thousand dollars to women wanting 'purse puppies' to carry around...
