Height should be no more than twenty five and five eights of an inch according to the standard for males. Height is measured at the withers, just behind the front legs. Measurements should be taken with a wicket made for just that purpose. I measure things for a living and it is easy to get some wild measurements with a tape measure trying to measure the height of a dog. The dog has to be standing. Just measuring with a wicket can produce differing results. Your dog measuring twenty eight inches or seventy one centimetres is not that unusual for the breed. Dogs being oversized is a big problem with the breed. That's a big boy, he should weigh about a hundred and ten pounds or more when he matures. A big dog within standard weighs about eighty some pounds.

Who gets to decide what is too tall or too large ???? Is he intact ? Neutered dogs grow taller due to less hormones. If the dog is perfect in every other way then size is not important. The GSD organizations preach size matters and then cheat the scale and measuring stick when politics and money favors the taller and heavier dogs.

Any pic's for the OP to see how to measure...
Not the worst thing for oversize, but understand your concern... Nan

Mine was about 261/2 to 36. Big boy ...just kept him as lean and active as possible. Everything seemed proportionate in his body.He was the first won out of the chute of a litter of 11(his nickname was bruiser when he was a puppy). Grew fast as a pup.Had panosteitis as a pup but other than that no worries.

He lived to 11 1/2( just passed 6 weeks ago) without any medical worries until the last month. Wouldn't of traded him for the world. Enjoy your big boy and hopefully your crate will fit(I eventually had to get the largest vari kennel they had and his paws touched just the front when he was laying from end to end.:)

Agree with other posters ^^^ - he may become too tall to be within the Standard and thus not be a good prospect for the Show ring (which exists to compare dogs to the IDEAL for the Breed), but my last boy was oversized and it did not stop him having a good and active life until he was turned 11&1/2.

But please watch his weight as he gets older, he and his joints & heart do not need to carry more bodyweight than necessary, keep him slim and fit rather than trying for the "heaviest GSD" contests, no matter whether you participate in working / sports or just keep him as a companion.

If he is growing too fast, back off on the food, because growing to fast will cause problems with tendons and ligaments not growing strong, as well as many other things. They tend to not have the strength when they grow too fast.
I have found people can over feed because the dog is hungry, but the more food the more growth and the more issues later in life.
There are some shepherd that are larger then others and if a show dog well sounds like will be to big to show, but if you don't plan on showing him then not an issue.
Just be careful he doesn't jump off or over things, walk him slow due to his bones are soft until he is 18 months, you don't want to cause more issues and heaps of pain when he gets older.

Welcome !
Probably 80% of all Shepherds bred today are oversized, if you go by SHOW rules-German standard, other than that he's not oversized.
Depending the type, where you bought him, feeding, etc will make a difference.
If he's healthy, happy, enjoy him !
Good luck

Most people do not measure correctly, anyway. If measured correctly, he may not be that big. If he is truly 28" at the shoulders, then at 94lbs he is not fat unless he is very slightly built and doesn't have much bone.

Pictures would help. Pictures next to a yardstick would help more. Pedigree would help, too.
