Anyone know is it an English version of this magazine(December 2015) in CD or online?

Sorry, can't help with this. I have never seen an edition in
anything but German, not sure whether it exists.

There is no English edition. Nor is there a CD of it. The only time English appears in the Zeitung is when renewal instructions are being given or registration for the Hauptzuchtsiegerschau are being given.
If you need English for the results of the Hauptzuchtsiegerschau, your best bet is to buy the English version of the URMA book. To the best of my knowledge results from the Bundessiegerprufung are not given in English anywhere.
