I am also wondering when a dog is in training for such a job, what is the dog's life generally like before their training is finished and they go to their human working partner? Are they in a crate most of the day except when they are training? Or does that vary a lot depending on the trainer?
Any information someone who is familiar with that aspect of training a working dog, would be very much appreciated.

Some departments buy green(unfinished) dogs, and then put them in their training program with the new handler. I know of all sorts of different housing arrangements. Kept at department's kennel facility, kept at handler's home when not training, or the dog rides with handler on the road, and just isn't used because they are unfinished.
If dog is in training and hasn't been sold to a dept, dog most likely will be kept in a kennel environment or whatever the trainer/vendor has set up.
Does that clear up anything for you?

It depends what level the dog is in his training ( narcotics have many scents) and what age
some dogs are dual purpose patrol.street dog / detection makes them more expensive.
Also whe have here very good and average dogs , the better dogs are more expensive.
Have seen prices between 4000 green dog and 50000 + $
Some police/military departments have more budget than others and also it depends wich country .
