Skull bones stop growing when the cranial sutures fuse. I believe pretty much all bones in a dog's skeleton are fused by 1 year of age. However, muscle development of the skull and the rest of the body continues until the dog is fully mature at about age 2 or 3.

If dogs were done growing by one year old, they would be too small per the standard. They are still immature and growing in height and length.
The head of a male dog will fill out, broaden until the dog is fully mature at three or even four years. If the dog is neutered, the head will become less full and look bitchy on a male, and more slight on a female. Also, a dog that is doing a lot of bite work can develop huge muscles in the cheeks and top skull.

He is still growing. When you were ten years old, were you done growing?

Amen, Joan.

I find the really masculine-looking males especially are not done maturing/developing in the skull until 3-4. Features still mature past typical puppyhood when everyone thinks they stop growing.
