what are the rules for shipping a pup? i thought the buyer now needs to come see the pup in person before it is sold? or are there certain criterias you have to meet to fall under these regulations? thanks

Either the puppy buyer has to come meet the breeder (doesn't have to be in the breeder's home, could be a public location) OR you can have a person you trust go look at the puppy for you.

Hobby breeders are exempt from this rule that have 4 or less breeding females. There are also other guidelines and exemptions.
