My understanding is that the AKC will accept FCI registration as a basis for registration with the AKC. The AKC is not a member of the FCI but they do have an understanding that papers from either organization can be used to register with the other ( ie they each recognize the others paperwork as valid ). The FCI does not have a member in the USA but if it did it would be the AKC or United Kennel Club as the FCI is like the AKC "a club of clubs". I believe in the case of competitions be they in the USA or overseas both organizations recognize the others registrations as valid however neither is going to allow an owner in the USA or shall we say Belgium to simply continue with their dog in a new country with the "foreign" organizations paperwork. If you have FCI paperwork and the dog will reside and compete or breed in the USA then the dog must be registered with the AKC or vice versa if an AKC dog is residing in Belgium with AKC registration only then it must get FCI registration before breeding or competing under the FCI banner.
