Do you think the the SV will ever approve the use of frozen or fresh  chilled semen? Why?

I hope they won´t...

Why? I think it would give US breeders a better chance to use German dogs without having to ship their females acrossed an ocean.

Sorry, Blitzen, but I think it would support fraud and laziness of the people, and for sure wouldn´t help the breed.
We are very prould of our breedbook, we DNA all our dogs for years now, we want to see titles prior to breeding....we can´t supervise what happens outside of Germany, but at least what happens with the dogs and their semen who are still living within Germany.
Why the heck do you believe this would be a good thing to do? In your country there are more German Shepherd dogs than in my country, imported and homebred, several of them are very good. And this is fact for decades now, but the overwhelming majority of the breeders within the USA still isn´t able to breed successful for more than one (import)generation. This would result in breeding "fancy names" only, nothing else.
Do you really believe, frozen semen will change this to the better? I doubt it.

I think it would be an opportunity for US breeders to use better dogs without traveling to Germany. The stud dog owners would still have the final say as to who they sell the semen to and which female it would be used with.  We DNA our dogs here in the US too and I'm pretty sure the SV and the AKC could come up with a reciprocal agreement that would be acceptable to both. 

Blitzen, you DNA SOME of your dogs before registering them, but funningly you DNA all the imports who already are DNAed.
I don´t think a lot of people would make use of this according to any rules, but would use the "flavor of the day" studs for selling puppies for more money than before.
At that point not VA "grandchildren" are promoted any longer, but "children", most of them still out of unproven, untitled females.
Doesn´t change anything, as long as people don´t change.

The SV is not the one that decides. FCI decides. Right now the FCI is saying no to AI. We are allowed in the US to do AI as the AKC is affiliated to the FCI by letter.

Dog, that´s not true. RSV2000 allows artificial insemination, and started a spermbank.

13. Die Hunde sollten sich auf natürlicher Weise fortpflanzen können. Künstliche Besamung
darf nicht bei Tieren angewandt werden, die sich nicht zuvor auf natürlicher Weise
fortgepflanzt haben. Die nationalen Hundeverbände können Ausnahmen gestatten: zur
Verbesserung der Gesundheit der Rasse, wenn es um das Wohl der Hündin geht oder
um den genetischen Pool innerhalb der Rasse zu bewahren oder zu erhöhen.
Bei der künstlichen Besamung einer Hündin muss der Tierarzt, der dem Rüden das
Sperma entnommen hat, zuhanden der Zuchtbuchstelle, bei der die Welpen
eingetragen werden, in einem Attest bescheinigen, dass das frische oder tiefgefrorene
Sperma von dem vereinbarten Rüden stammt.
Im Übrigen müssen durch den Eigentümer des Deckrüden bzw. den Halter die unter
Ziffer 8 a) - g) erwähnten Angaben dem Eigentümer der Hündin kostenlos zur Verfügung
gestellt werden.
Sämtliche Kosten für die Spermaentnahme fallen zu Lasten des Eigentümers der
Hündin. Die Kosten für die Besamung der Hündin übernimmt ebenfalls der Eigentümer
der Hündin.
Der Tierarzt, der die Hündin besamt, hat der Zuchtbuchstelle zu bestätigen, dass die
Hündin mit dem Sperma des als Deckrüden vorgesehenen Rüden besamt worden ist. In
seinem Attest müssen ebenfalls Ort und Zeit der Besamung, Namen und
Stammbuchnummer der Hündin, Name und Adresse des Eigentümers der Hündin
aufgeführt sein.
Zusätzlich zur Bescheinigung des Tierarztes hat der Eigentümer des Rüden, dem der
Samen entnommen wurde, dem Eigentümer der Hündin eine unterschriebene
Deckbescheinigung auszuhändigen.
