Previously I didn't realize importance and benefits of inbreeding/linebreeding but from previous discussions I became aware of necessity as well as benefits of linebreeding and you were a pole in defending linebreeding and explaining its importance and benefits. Ofcourse inbreeding and outcrossing are both valuable technoques for breeding animals when used correctly and where necessary.
In regards to this article, author only concentrates on importance of inbreeding to make it possible to outcross between one inbred group to another different inbred group, that is all, he does not advocate inbreeding in itself or in other words does not think inbreeding in itself alone is good .
What I understand from the article is, having various distinct GSD groups in Czech, US, Germany, Belgium and so on is good for outcrossing in between to keep gene pool wide, open and be able to retain a lost trait in a certain group without going away from core type and common favorite traits.
I would love to see comments pro or against from the experienced.

now the question is Ibrahim, how do you keep these various groups pure and available to make outcrossing possible,
many people promote outcrossing for the sole purpose to outcross and to avoid inbreeding, but after few generations of outcrossing there will be nothing left to outcross with, and every dog in the world will have a pedigree with Ferro/Troll, Tom leefdaalhof and some czech DDR blood in in and then what ?

Yes Duke, you are right, I didn't think of that. Maybe the French and the Belgians are not outcrossing much with other groups (countries) ?!

Maybe in a couple decades the work line breeders will come beg the show breeders to let them outcross to their dogs , so you should play nicely with the show breeders and owners !

different bloodlines, different looks,different conformation, different character, different clientele, what else do they share than the breedname written on the pedigree

They share same foundation dogs, less than 100 years ago
Assuming one generation is only 5 years, that is only 20 generations back
