why can't people who post pictures of their dogs write a comment on where they are located?????

Harley, the database is occassionally locked for editing and changes, especially after there have been problems with people making malicious changes to pedigrees and pictures. It may be temporarily locked as changes continue before the new site is finished.
Give it a couple of days and try again.
