Several months ago I purchased a female, she was bred and ultrasound showed she was empty. The seller kept her for several month and repred her (charging me board). She was bred again, and this time had was pregnant. The seller postponed her shipping and now the puppies are being born overseas.
What are my options?

Sounds not good - will be expensive, whatever you do.
Do you know the reason why he postponed the shipping?
Might have been, because he wanted to be sure, that the female really is pregnant this time, but might have been unreliability, too.
I´d talk to the seller and try to find the best way for both parties involved.
