This is not a good thing. The lack of participation of such an important sector of the population will make Obamacare success, pretty much a doomed thing.

The difference is Medicare is tied into Social Security. Obamacare is tied into the IRS.

One has a choice to participate in Medicare, not like Obamacare. I did see that there are situations where failure to respond by accepting or denying Medicare coverage will result in a penalty. That penalty is reflected in the actual cost portion for paying into the medical plan.
What Obamacare is doing, is making it a penalty through the individual Income tax if one chooses not to belong to any medical plan; it is mandatory to belong to a plan, or your income will become affected! If one chooses not to join medicare for whatever reason, their income is not threatened by a penalty, at all. There plan cost is affected, something they have been contributing to if they work and are law abiding with the rules.
Those are just the distinctions. The real problem is that it is going to become an enforced ponzi scheme. The benefits of which will never be realized in any way, shape, or form as promised in the selling of this program to Americans. If the base of the pyramid, in this case the Latino's, are not present at the start, the low cost benefits will never, and can never become the reality.
And that is the problem, and why it is not a good thing the healthy Latino's are not signing up.

I still say I would rather see this than people with no hope to have insurance. At least there is hope.
Hasn't it already lowered premiums?
