This should be a cautionary tale to us all! 
My groomer has a second job as a dog-walker. Recently she was walking a dog in a local park, and a lady came up to her, and insisted the dog she was walking belonged to her. She was even trying to take the leash out of her hand! When Nancy refused to give her the dog, the woman whipped out her cell phone and called the police!
Nancy explained that she was just the dog walker, and could the lady please accompany her back to her car so she could get HER cell phone, and talk to the lady who owned the dog-walking business, and had all the records.
She couldn't get hold of her, but fortunately the local police station was JUST across the road, so the two women walked over with the dog.
Long and short of it is, the dog IS this woman's lost dog. Its new home is very close to its former home, but for whatever reason, when the dog was picked up by Animal Control, the microchip either didn't register on the scan, or perhaps they neglected to scan for it. (The woman felt for the chip, and it was right where it should be, between the dog's shoulder blades.)
However, since so much time has gone by, the dog now legally belongs to the new owner, and the former owner has no claim to it.
The woman did post ads on the net and elsewhere looking for the dog, but somehow, all her efforts fell through the cracks.
I guess the lesson here is your dog can NEVER be wearing enough I.D.!

OH how sad!!!!! I could never keep someone's dog, even if it had been a while and I was attached to it. The heartache of losing a dog would be awful, wondering what happened to it, etc. I hope the new owner lets the dog go home, if the old owner truly had looked hard for it.

RJust how much time would legally transfer ownership? If it were my dog,I would be in court.
Many years ago, we lost my dads beagle. He was gone for 3-4 weeks. We looked everywhere, but, you know a beagle, once he is on the trail of a rabbit...
Anyway, we was at the store about 4 miles from my house, and here comes this guy, walking jack, on a leash. I ran up to him and the dog was so happy to be found.
I tell the guy that is my dog and we had been looking for him for weeks, and this guy Is going to try to tell me impossible. He owned the dog for years.
I reached down, unhooked the leash, and told him lets go....he ran and jumped right In the car, and went home and was reunited with his sister, you guessed it, Jill.

I got one for ya.
I worked 8 years for my vet. And one of our clients was a board member of the local Humane Society shelter. Woman was totally bat shit crazy. I could not stand her. And nothing about her was ever professional. I mean would you just go walking into your vet's clinic and start trying to pet and feed cookies to ever dog in boarding? What of the dog was aggressive? Or was allergic to the cookies?
She just never used her head.
Well on day she shows up with a little female pom. Found the dog wondering about in the neighborhood.
Request that the Dr. vet the dog and she would find it a home. Drops it at the front desk and leaves. Now the girl at the front desk was new and didn't know better to ask, but one of the techs ask if we should scan for a chip. (After they has given the dog some shots) Well low and behold it has a chip. And the number is current, the owner answers and is elated that her lost pom has been located.
Runs right over to get the dog and tells us her son forgot to lock the gate and the little dog got out. Accidents happen. She goes home happy.
Well then the nut job from the shelter shows back up for the pom and gets mad that we gave the dog back to it's rightful owner. She gets madder when we present her with the bill for the shots, which the dog did not need, as it was current. Is complaining about being billed and wants us to charge the owner. Where doc told her it's was current on shots and the owner did not consent to the shots, but you did, so pay the bill and try not to rescue the dogs quite so hard next time.
(I still to this day think this lady was a dog theif)
My own dog is chipped, tagged and when i spay her she'll get tattooed.
Something is better then nothing.
My last dog had my whole address tattooed on her belly. Because she loved to try and escape.
