Let's hope this type of bill leads to a nationwide registry of animal abusers and more punitive penalties.  Of course a nationwide registry of child abusers would be ideal as well.  Convicted animal and child abusers should need to register similar to convicted sex offenders.

Sen. Bruce Tarr, R-Gloucester, said.

Tarr said the bill that he filed in response to the Puppy Doe case was expected to be admitted into the state Senate today and directed to the judiciary committee for review. The bill, called the Protecting Animal Welfare and Safety Act, or the PAWS Act, would create a statewide registry of animal abusers, increase prison sentences and fines for certain types of animal abuse and allocate more money for animal-rescue funds. Tarr said his bill already has 75 co-sponsors.

Not a good idea.  People are being raided by AR backed groups for no reason in order to take the animals.  Innocent people's names will be there and get more abuse by the AR's.  I, too, thought it was good and then I realized that no one would read it but the AR's.

I do not need nasty replies to this post.  I do not want to be bothered with them.

Almanace - it is for convicted animal abusers, just like convicted sex offenders.  The law would also make penalties more punitive for convicted animal abusers.  Don't seem to have that problem with AR backed groups here in Florida, nor did we in Michigan.
