Hi. I have a pair of working GSDs. The female is having her heat. She is willing to stand to receive the male. The male tries to stroke only twice or thrice and then gives up without effecting an entry. What could be done to get him to mate successfully.

How old are the dogs?
How long has the female been in heat?
Has the male ever been bred before?
Has the female ever bred before?
Without a bit more information it's had to formulate any suggestions.

And. of course, has the FEMALE ever been bred before? Sometimes there is a malformation of the genitals that prevents the male from entering.
I think, however, that it's most likely she hasn't reached peak heat yet, so he is only mildly interested, and doesn't want to waste his energy. My female's first heat wasn't a full heat, so my male showed only mild interest in her (sniffling, licking, and a few half-hearted attempts to mount her.) Her next heat...well that was a totally different story, even though he was neutered!

the male not have a strong breeding drive yet , i have a friend that had a dog with a lower drive to breed and come 3 1/2 years all of a sudden it kicked in and i think that has to do with some lines are alot slow maturing lines , this was the first thing i thought of, but as said we need more information and how long your girl has been in heat etc..?

Normal period is 9-13 day after blood appears.But every dog is different.It is best to see a vet microscope that has matured egg cells, this is exactly.There are women that bite male.Put a muzzle.If the male is not active, try again after 5-6 minutes.
