Typically once the SV adopts a rule change, the two US organizations follow. Previously the  WDA usually accepts the rule almost immediately, reason in the past has been they need to conform as their judges are always SV judges. USCA has been more transitional. Example would be the elbows a few years ago. WDA implemented the SV decision across the board. USCA brought a slightly modified version (allowing OFA elbows) with a few months to transition.

What would some of the ramifications be? Previously the WDA had introduced the progeny group for VA concept. This can be debated for all the right reasons. Bottom line is basically only the males from large kennels have a shot at any VA place as they are the only ones with the resources to develop the group. Eventually the rules legislating the VA group went away. They were designed to give the big kennels, not the dog the coveted rating. The flaws legislating the VA results were recognized and the rules were not implemented.
