There are different kinds of working dogs, or rather, different kinds of work for working dogs to do.  Exactly what kind(s) of work are you wanting to do with your dog?  German Shepherds are very versatile but within the breed there are sections of the gene pool that excel in certain areas.  Any well-bred GSD should be capable of turning in an acceptable performance in Schutzhund, obedience, agility, herding, tracking, and SAR, however individual breeders and lines will have leanings in one direction or another based on the personal biases and interests of the breeder.  Choose a breeder who has the same bias or interest as you.

Go to events/trials where working dogs are tested in the type of work that interests you.  Look for the dogs that do the work most to your liking.  Approach the handler and ask about the breeder.  A lot depends on exactly what it is you want the dog to do.  If you want a dog to excel in Schutzhund, go to a breeder who is consistently producing dogs that do well in Schutzhund.  If you want a dog for SAR work, go to a respected breeder of SAR dogs.

If you want a dog to be able to say he is from the best working lines but not to actually put him to real work, you're begging for total destruction of your home.
