In an earlier post, ( the Aunty post ) I was speaking about my neighbour ( never been a dog person ) taking in a Rottie because her son's friend couldn't keep it any longer. I had heard through the grapevine it was because it barked all day long and no one had time to look after him.
Her older son lives with her and he has a kid that he gets every other weekend. I am sure one of the reasons they got this dog was so the kid would want to come and spend time with dad.
I just want to make sure by asking "real" dog owners whether or not I should be calling the humane society or not. I have never ever called about animal neglect because I have never seen it before. I am not sure if this is even considered neglect or not because I am not sure exactly what neglect means.

They both work from 7 am to 7 pm they leave the dog chained on the front porch all day. It non stop barks and barks. It gets a 15 minute walk on a leash twice a day along the highway. Last night it was outside barking and I don't know how long it was alone out there because I went to bed at 11:00 pm and it was still barking.
I am sure it has water and I am sure it is being fed but is it neglect when you are never home to interact with the dog and it is left outside chained to a porch barking, day in and day out? I feel so sorry for this dog. My husband says I should leave well enough alone, that our dogs bark. That is true, however, they stop after two minutes and they are not left outside for 12 to 14 hours a day.
It is going to be really hot again today, 43 degrees celcius with the humidity. Is that too hot to leave a dog outside on a porch all day?. No one ever checks on him. It is the saddest thing, and the reason I am asking for advice is because I tend to coddle my dogs, but really is this dog ok to be left on the porch all day and as far as I am concerned, treated like livestock and not a pet. Is this neglect?
Your opinions would be greatly appreciated because I don't know what to do?  thanks
Their yard is not fenced, so that those two, fifteen minute walks a day are the only excersize that dog gets. The rest of the time it lives on the porch. They do, when they are home at night, I believe they bring it inside the house because last night was the only time I have heard it bark alone by itself at night. Do you see why I am so conflicted?


I just wanted to add that my neighbour is not a stupid person, she is registered nurse running some department at the hospital.

Check your local bylaws, Eldee. In most areas, you can be fined for allowing a dog to bark more than a certain number of minutes. The Humane Society can also check to see if the dog has adequate food and water, and whether it is suffering from the heat. If it's tied up on the porch, I wonder where the poor thing goes to the bathroom? They can also be fined for keeping a dog in unsanitary conditions.

In Ontario, it is not illegal to leave a dog tied up all day, unfortunately. At least it's not being left free to chase livestock or get run over on the road. Sad Smile

That is a sad situation but one I've seen many times. I live in a rural southern area. No leash laws or dog laws out here in the country what so ever. Dogs are allowed to run loose all the time, chained outside with no shelter , etc. It makes one sick! I can't understand how people treat their animals like this.

reporting it to shelter is not going to improve dogs life.

Breaking a non-stop barking habit can be a challenge; especially in a breed that is an "alert" dog (i.e. Labs).  I do not know if Rottis are considered this though.  My lab/rotti mix will alert to anything that is different or new on our property; it could be the lab in him though.

Make sure Aunty is fully aware of this dog habit if you consider rehoming him to her.

If the dog has adequate food, water, and shelter, AC will do nothing about it. However check your laws. In our area it is illegal to leave a dog tied up or outside unattended for more than 15 mins.

How incredibly sad;  the dog is obviously barking for someone to give him/her attention;  I would say YES he or she needs something and human attention.  They are not loaners, they need and want their people with them just as any dog needs human companionship.    For the dogs sake I would maybe try to talk to the people if you know them and if they are reasonable people ask them if they needs your help in rehoming the dog or maybe get in touch with rotti rescue in your area.  Suggest they let rescue help them find a new home and one that someone is able timewise to give the attention the dog needs.  That is a very long day for an animal to be tied or chained up and alone.  Good luck  Nan

I broke down and called the humane society and they said they would check up on the dog in the morning. I said I wasn't putting in an official complaint I was just worried about my neighbours dog and did it have water in this heat. They asked me if it had an insulated dog house to protect it from the elements and I said I wasn't sure.  They said if it doesn't then they could probably do something about its situation. Here's hoping they don't have one, and they take the dog and rehome it to a family that will love it and spend lots of time with it.
