If you don't feel you can report the owner for neglecting the dog [allowing the dog's ears to be eaten up by flies does fall into the neglect category], your only other recourse would be to purchase one of the fly-repellent products that are made to protect the dog's ears, and either give it to the owner or offer to put it on the dog yourself, saying sweetly, "I saw this in a store the other day and had noticed the flies were bothering Gretchen, so I picked it up for her." You should be able to find one of the products that's approved for use in dogs at your local pet supply store. DO NOT try to use human insect repellents on the dog.
Of course, the best way to prevent it from happening would be for the dog to be indoors, where the flies can't get at her ears, but I'm guessing that the owner wouldn't be interested in that solution. Poor dog.

For a dog that is apparently outside a lot, the only thing I can recommend is SWAT http://www.valleyvet.com/zoomimage.html?img=swatches/11689_L_022_000.jpg
See if you can't help the dog w/out insulting the owner. No one will likely help the dog if you end up homeless, since you seem to be the only one who cares, so I'll second Hexe's approach. Act sweet and nonchalant, like you just had the stuff lying around and it was an afterthought, not like you're aware they're abusing their dog...just put it on her ears. Are they really going to evict you for putting stuff on the dog's ears?
