I have a GSD female that just turned 3. I'm sure I can still have her hips and elbows done, but I want to be sure.  Any  insight would be appreciated.

I really do not believe here is a max age. your dog is mature so my advice is to wait until after her heat cycle then have her x-rays done.
I've done my dog at 24 months and then again later in life to just check for changes. So far so good.

no maximum age, some folks do x-ray 2 or more times throughout a dog's life just to monitor for any changes.  

A friend of mine OFA'd one female when she was a lil over 5 yrs old.  Super nice dog, very nice pedigree.  He had gotten her from folks who bred her and she had had...3 litters i think?  She was grossly overweight when he got her.  So she went on a diet and after she had lost a decent amount of weight she was x-rayed for the first time...and she had decided to come into heat just a few days before her scheduled x-ray.  Came back OFA fair...which I thought was good considering her prior condition, heat cycle, age and litters she'd already had!

dragonfry is correct, there is no maximum age--there are some who intentionally wait to have the hips & elbows done until the dog is beyond the 24 months OFA minimum age for certification specifically because they want to see if the dog develops any degenerative changes after the dog has completely matured physically.   Also as 'fry advised, best to do the x-rays shortly after she's completed her heat cycle, as the hormonal changes that occur shortly before and while the female is in heat can affect the amount of laxity present in the hip joints which will not give the truest representation of her hip conformation.

I bought a 4.5 yo and had his hips and elbows done before finalizing the deal.

I also had a female that I had x-rayed days before she came into heat (graded as mild), didn't like the results so did it again a month after her heat and her hips graded much better (graded as good).

Waiting for the results is such a his stress time, I hope the come back sooner rather than later.......good luck.
