My GSD received her first heat at 8 months. Now she is 13 months and is starting agiain..........does this seem right??

Yep, they can come in anywhere from every 3-8 months. Every 6 months is an average but not a rule.

also being around other dogs in heat can cause a female to come in heat early

mine comes in every 5 months

Echo was very consistent but we just spayed her so I don't know if it would have changed.
