I have not noticed a difference in sex when house training. I also have never has an excited or submissive pisser. Now if we were talking cocker spaniels that a different story all together!
I do find that as pups grow they sometimes lose some muscle control during a growth spurt. And it takes a few days fo the newly expanded muscles to redevelop normal tone. I don't stress potty training too much and all my dogs are very reliable in no time flat.

This is just my experience, and I haven't known that many cases anyway;
but I guess out of all the pups I have known (inc GSD), there have been
marginally more bitches than dogs that had the 'excited weeing' problem.
But the gender difference doesn't seem to be hugely in favour of one or
the other. Hope Tosca does grow out of it eventually, for the sake of your
flooring if nothing else ! She probably will. Does your wife pay a lot of
attention to her whenever they have been apart ? She could try the No
look, No touch, No speak thing when she first gets home ?
Edited to add: on reflection, actually I am surprised she never
does it with you, since you spend so much time together you
would think she might react more, after the occasions you go
out without her.
