Sounds like it's common sense, The dogs have to have someone who has the capability/desire to train. We don't have sch clubs on every corner in the states. If you in a demographic area where they are non existant or so far reached, It's impossible.
If you can't get to training neighther can the dog, unless you ship it off, which for me personally would never be an option !!
Many times a dogs shortcoming is not a shortcoming of the dog, but a shortcoming of the handler/owner/trainer, and sometimes due to lack of opportunity !!!
