No he retired. However he has changed his mind about a number of issues and is more populist now. He and his dept got caught dressing up his police intel as "anarchists" and tried to start riots, destroyed property ,etc. Because he got caught he suffered severe criticism and lawsuits against his dept which were settled. I think this caused him to rethink many things. Before he got caught using agent provacateurs against peaceful G20 protestors, he was apparently against the legalization of drugs. More and more current and former chiefs are changing their minds and now believe
marijuana and some other drugs must be legalized, taxed, regulated to cut the cartels out of the drug business.

Look at how the criminals got involved in alcohol after the National Prohibition Act (Volstead Act) went into effect. The criminals made huge profits off illegal alcohol. Legalize the drugs, regulate and tax them just like alcohol.
What needs to be addressed is the underlying reason for substance and alcohol abuse. Take the money from taxes and sales to start programs to address the underlying needs and see what happens.

Good points Mindhunt. I don't think anybody likes to see substance abuse, driving under their influence or dependency/addiction problems. And yes, there are reasons folks feel a need to use, social psychological, etc. Perhaps the breakdown of the family and unemployment and underemployment are major causes. In any event, as Mindhunt states, prohibition does not work. The best solution so far in any country is to decriminalize, regulate, tax and treat abuse as medical issues, while enforcing rational driving laws which prohibit driving under the influence. Why not set aside a portion of the taxes to sponsor educational and treatment programs instead of all the money used to incarcerate non-violent drug users?
